Family Court
The Society provides representation to adults in mandated cases in Onondaga County Family Court. Cases include abuse/neglect, custody/visitation, termination of parental rights, paternity, family offenses and support violations. Cases are assigned to the Society by the Court. Civil
The major areas of representation in our general Civil Program are domestic relations, housing (primarily eviction proceedings) and unemployment.
The Society provides representation in divorce proceedings to residents of Onondaga County. Due to limited resources and high demand for this service, our handling of matrimonial cases is restricted (with some limited exceptions) to representation of people who are recipients of Public Assistance or Supplemental Security Income. However, if you are in a divorce proceeding or wish to commence a divorce proceeding and have children, you may be entitled to assignment of counsel.
The Society represents indigent persons and families facing eviction, illegal lock-out, or other housing emergency situations from privately-owned property in the City of Syracuse. We also provide advice, brief services and referral in other housing matters to address landlord-tenant problems and avoid eviction.
The Society assists people who have lost their jobs in obtaining Unemployment Insurance Benefits that were improperly denied.

Domestic Violence |

The purpose of the Domestic VIolence Project is to provide complete legal representation in civil cases for domestic violence victims in Onondaga County, obtaining permanent solutions to end violence in the home and to help victims and children to leave abusive situations. The Domestic Violence Project represents victims in both divorce and Family Court proceedings, helping to secure orders of protection, custody, spousal support/maintenance and property distribution. We also provide representation and advocacy to victims in any collateral matters arising out of the abusive situation. The International Victims Project provides assistance to immigrant, migrant and refugee victims of domestic violence who also have immigration issues. |

Upstate New York Immigration Law Project |

This Project, in collaboration with the Legal Aid Society of Rochester and the Legal Aid Society of Northeastern NY provides representation in immigration matters such as applications for work permits, travel documents and petitions for asylum or temporary protected status to people in a 17-county region of Upstate NY. |

Cancer Legal Advocacy & Services Project |

Frank H. Hiscock Legal Aid Society has partnered with Legal Services of Central New York, Inc. and the New York State Department of Health to establish the Cancer Legal Advocacy & Services Project (CLASP). The Project provides legal and supportive services to individuals and their families who are living with cancer across the Central New York region. PSI Legal Assistance Project |

The Parent Success Initiative (PSI) is a program committed to assisting noncustodial parents who are unemployed or underemployed in finding, keeping and advancing in employment. In addition, the program is focused on helping noncustodial parents fulfill their child support obligations and become better parents. Participants in the PSI program are eligible to receive direct legal assistance including advice, consultation and court representation. The Frank H. Hiscock Legal Aid Society is one of three legal assistance providers that have partnered with the PSI program to provide that representation to participants. The Society assists PSI participants with their child support matters, as well as with various other legal issues. Foreclosure Prevention Project |

The Hiscock Legal Aid Society in partnership with Legal Services of Central New York, Home Headquarters and other housing counseling services has established this project to provide counseling and representation to people with subprime mortgages who are facing foreclosure. Home Headquarters (315-474-1939) conducts initial screening of clients who are then referred to the Hiscock Legal Aid Society for legal representation. |

Appeals
The Society provides representation to persons on appeal from criminal convictions and from judgments of Family Court. Cases are assigned by the Appellate Division of the Fourth Judicial Department and the New York State Court of Appeals. Click Here to view our Appeals Staff.
Parole
The Society represents parolees in parole revocation proceedings brought by the New York State Division of Parole. Cases are assigned by Onondaga County Court. Click Here to view our Parole Staff.
Extradition
Representation is provided in Onondaga County Court to persons facing extradition to another state to answer criminal charges. Cases are assigned by Onondaga County Court.
